Nope, it means what it says, though it sort of imagines that the reader
is already familiar with the intricacies of OpenPGP certificates.

"RSA and RSA" means "Make an signing- and certification-capable RSA
primary key, and attach an encryption-capable RSA subkey to it".

Similarly, "DSA and Elgamal" means "Make a signing- and
certification-capable DSA primary key, and attach an encryption-capable
Elgamal subkey to it".

So i don't think this is a bug, and am closing this report.  If you
think there's still a problem, feel free to re-open it and explain what
you think needs to be done.
