I think this was resolved in upstream's version 2.1.15.  At any rate,
with 2.1.15-9, i don't see this problem any more.  gpg-agent properly
launches /usr/lib/gnupg/scdaemon when i do:

   gpg-connect-agent 'scd getinfo pid' /bye

If you find that isn't the case, please re-open this bug report and
provide more information.
