[pkg-gnupg-maint] Bug#841103: gnupg hangs during import of key

Version: 2.1.15-4

The gpg command hangs when trying to import a key.

Here's a sample of what it looks like:

simon at mu:~$ gpg -v --keyserver keyserver.ubuntu.com --recv-keys EEA14886
gpg: directory '/home/simon/.gnupg' created
gpg: new configuration file '/home/simon/.gnupg/dirmngr.conf' created
gpg: new configuration file '/home/simon/.gnupg/gpg.conf' created
gpg: keybox '/home/simon/.gnupg/pubring.kbx' created

And then nothing happens until I kill the program. I tried the command
multiple times and it actually worked once, but I can't get it to work
again, and I'm not sure what went right that one time.

I found this bug through issues with add-apt-repository, which I've 
reported
here https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=840997
