[pkg-gnupg-maint] giveback of gnupg2 2.1.20-1 on mipsel (experimental)

hey mipsel folks--
it looks to me like gnupg2 2.1.20-1 (in experimental) failed on mipsel
specifically (other arches were fine):

I note that the overall build+test took 1h 2m, and line 219 of
quick-key-manipulation.scm is about testing the expiration date of a
generated 4096-bit RSA subkey to within a 5-minute window. It wouldn't
surprise me if the CPU or available entropy on mipsel-aql-02 simply
delayed longer than upstream would ever expect.
If the giveback fails, i can adjust the upstream tests to give a 10
minute window instead of 5 minutes, to make sure that slower arches like
mipsel have enough breathing room to complete the tests.
