[pkg-gnupg-maint] Bug#870522: gnupg1: Consider setting use-agent by default

Package: gnupg1
Version: 1.4.22-1
Severity: wishlist

I believe Ubuntu's gnupg1 packaging has only one change from Debian:
uncomment 'use-agent' in g10/options.skel. I believe using the agent
is the default in gnupg2 anyway. Please consider applying the change.

For context, I am pasting Ubuntu's patch below.

Thanks,
Jeremy Bicha
