[pkg-gnupg-maint] Bug#868550: reprepro seems to provide a repro

I added a workaround and some instrumentation to my test suite (push
to come soon).  I found that many (but not all) of the failing
invocations look like this

   gpg --ignore-time-conflict
     --no-options
     --no-default-keyring
     --homedir
     /tmp/apt-key-gpghome.yLlu1bwwPI
     --no-auto-check-trustdb
     --trust-model
     always
     --batch
     --import

I think this is during an invocation of apt-key by reprepro.  Retrying
those after 10s with the same options and command line seems to mostly
work...
