[pkg-gnupg-maint] Bug#870806: gpg: Address family not supported by protocol if kernel doesn't support ipv6

This is definitely an upstream problem. In my normal maintenance of my
Gentoo system I updated to gnupg 2.1.20, and it now also fails on the
host system unless I load the ipv6 kernel module, so the problem was
introduced somewhere between 2.1.15 and 2.1.20. 

I'll now check 2.1.22, and if it still fails I'll report a bug
upstream.
