[pkg-gnupg-maint] giveback of gnupg2 2.1.23-2 on armel?

hi armel build daemon folks--

gnupg2 2.1.23-2 is currently building successfully on all architectures
except for armel:

I note that there was some sort of non-deterministic failures on hppa as
well, but after two givebacks, it built successfully.

It's possible that the problems with the build are due to running the
test suite in parallel; the switch to a parallel test suite didn't
happen until 2.1.23-1.

I'd prefer to keep the test suite running in parallel because it makes
local test builds of the package significantly faster.

However, if you think there's some reason why armel shouldn't have the
build-time test suite run parallelized, let me know and i can
special-case it out for this architecture.
