So the reasoning here is that dh-systemd doesn't support presetting yet?

I'm quite happy about the listening sockets by default on desktop, but
on servers it's exactly the opposite. And masking is currently
generating huge amounts of useless chat in the journal.

I'm also not happy about starting any of those at root sessions by
default. I'm not sure if Michael can help here, but I cannot see any
option to disable user sockets for a pre-determined user (root).

I can see user services becoming more popular, and these issues are
going to become more common.
