[pkg-gnupg-maint] Bug#854359: gnupg: always fails when --recv-keys

Dear Maintainer,
While trying to using caff to sign keys, I find I cannot retrieve other
people's keys. So for debug, I tried to get my own key by:
$ gpg -vvv --debug-all --recv-keys 0x6C6ACD6417B3ACB1

The issue described above looks exact the same as my case.
Please confirm this is fixed in stretch release.
