[pkg-gnupg-maint] bash: /etc/skel/.bashrc should contain line "export GPG_TTY=$(tty)"

Any opinions on this (issue #847389)? I think it would be an
improvement. Obviously it's about files in the bash package but support
from gnupg team is essential.
