Upstream released Version 2.1.19 (https://lists.gnupg.org/pipermail/gnupg-announce/2017q1/000402.html), including commit https://git.gnupg.org/cgi-bin/gitweb.cgi?p=gnupg.git;a=commit;h=a75325faf163275674a91971e75f1018035ca348 (title: dirmngr: Do PTR lookups only for 'keyserver --hosttable'.), which should fix this bug.
