[pkg-gnupg-maint] Bug#858082: gpg manual/info docs: incorrect filename options.skel instead of gpg-conf.skel

The above three files mention the incorrect filename options.skel
instead of the correct one gpg-conf.skel. In addition there is a
dirmngr-conf.skel that isn't mentioned in the dirmngr docs.
