[pkg-gnupg-maint] Bug#858400: gnupg2 2.1.19-3 fails to build on s390x with segfault in xcheck

Upstream (Justus, cc'ed here) is interested in helping to debug, but it
is likely to go more smoothly if he can get direct access to s390x
hardware.   Is there a way to give such access to a porterbox to a
non-DD?  or should i just continue to act as his proxy?  I don't know
the policy is for this.

s390x buildd team, maybe one of you can weigh in on this?
