[pkg-gnupg-maint] Bug#874111: dirmngr: Please make dirmngr Multi-Arch: foreign

Hello,

Please mark dirmngr as Multi-Arch: foreign. If I see correctly it only
provides arch-independent interfaces and after the recent package
reorganization it prevents from installing gnupg from other architecture
than other dirmngr reverse dependencies.
