[pkg-gnupg-maint] Bug#874617: GnuPG FTBFS when TZ is UTC-12

There is a test suite failure on reproducible-builds infrastructure when
trying to build gnupg2.  This appears to be due to the unusual TZ on the
r-b builder.  Upstream knows about this bug at the URL above, and is
working on it.
