[pkg-gnupg-maint] GPGME backport to stretch

Hello all,

For my prospective GSoC project this summer, I would like to have access
to the latest version of GPGME in stretch (specifically python3-gpg).
I took a shot at backporting gpgme1.0 and the required changes are
attached. (Another option would be to just build it with the debhelper
from backports but I'm not sure how to do that)

It looks like gpgme doesn't release a new version too often and the
changes required to build the package were fairly minimal. I think this
is something I could manage, but I thought I would check here first. Is
this something I could manage on my own? I figure that I would just
subscribe via the package tracker to gpgme1.0 and then just run a quick
build every once and awhile.

I'll need a sponsor for my upload to backports as well, but I could go
looking on mentors.d.o if people are busy.
