[pkg-gnupg-maint] moved to salsa

Hi debian GnuPG packagers--

I've just moved all of these git repos over to salsa:

 * libgpg-error
 * libassuan
 * pinentry
 * gnupg1
 * gnupg2
 * gpgme
 * gpa

they're now at https://salsa.debian.org/debian/$pkgname

In the course of moving them, i ended up doing a new upload for each
package as well.

The main changes in the new revisions of each package are:

 * move to debhelper 11
 * Standards-Version to 4.1.3 (rarely changes needed)
 * canonicalize upstream URLs to point to https://gnupg.org
 * wrap-and-sort -ast (if it wasn't already done)

in addition, i found that i'd missed a new upstream version of pinentry
(1.1.0), so i uploaded that as well, including a new pintentry-fltk
variant.

On salsa, i've tagged all the repos with "gnupg-team", though i don't
know how those tags are useful.

I've also submitted a request to ask alioth to redirect:

    https://salsa.debian.org/salsa/AliothRewriter/merge_requests/120

I note that several of our repos on alioth appear to be legacy cruft,
and so can be left in read-only mode on alioth:

    https://salsa.debian.org/salsa/AliothRewriter/merge_requests/120

If anyone has any problems with these changes, please speak up here so
we can figure out how to fix them!
