Dear Maintainer,

The Web Key Directory draft 8 says: "A site supporting Web Key
Directory MUST serve [WELLKNOWN/policy]" but running gpg-wks-client
--install-key does not create it.

It should create a zero length file, as recommended in the draft: "it
is sufficient if that file has a zero length".
