[pkg-gnupg-maint] Bug#940957: logging in affects ctime of ~/.gnupg/private-keys-v1.d

Hi,

when I log in to a system that has gpg-agent installed, the ctime of
~/.gnupg/private-keys-v1.d is update to the local time. This causes aide
to write out a report.

Why does the Agent need to update the _ctime_ of a directory when it
starts up in the first place?
