[pkg-gnupg-maint] gpg-zip not obsolete

On Unix you should anyway use a pipeline with gpg and your system's tar
instead of our PGP-5 compatible ustar which is maninly intended for
cross-platform use (Windows/Unix).

Feel free to open a feature request at dev.gnupg.org to add permission
and time restoring - the data is recorded just not used on extraction.
