[pkg-gnupg-maint] Bug#961143: gpg-wks-client: /usr/lib/gnupg/gpg-wks-client binary provided outside of $PATH

This surprised me too, but it is apparently an explicit choice made by
upstream.

gpg-wks-client(1) man page:

> gpg-wks-client is not commonly invoked directly and thus it is not
> installed in the bin directory.

debian/gpg-wks-client.lintian-overrides:

> # these binaries are stored in /usr/lib/gnupg, as recommended by upstream:
> gpg-wks-client: manpage-without-executable usr/share/man/man1/gpg-wks-client.1.gz
