[pkg-gnupg-maint] Bug#970190: gpg(1) --card-edit documentation HOWTO page is not correct

Dear Maintainer,
the current documentation for the --card-edit option seems to be outdated:

--card-edit
   Present  a menu to work with a smartcard. The subcommand "help" provides an overview on available com‐
   mands. For a detailed description, please see the Card HOWTO  at  https://gnupg.org/documentation/how‐
   tos.html#GnuPG-cardHOWTO .  

as on https://gnupg.org/documentation/howtos.html (2020.09.12) I fail to find
the corresponding (anchor to) GnuPG-cardHOWTO
