[pkg-gnupg-maint] Bug#980838: gpg-agent: generator 90gpg-agent without scdaemon generate annoying log

I can confirm this issue. It still occurs on the newly released stable distribution (bullseye).
Linking /usr/lib/gnupg/scdaemon to /usr/bin/false works around the issue, but since I don't know whether that could have unwanted sideeffects, I'd very much prefer a fix in the package or script itself.
