please remove gnupg2 2.3.1-1 from Debian experimental.

In experimental, there's currently a version of the 2.*3* series of
gnugp2 - however it introduced many regressions that need more time to
address. Therefore I want to stick to the 2.*2* series in unstable for
the time being.

For some uploads however, it will be sensible to go via experimental
first. As this however is currently blocked by 2.3.1-1, I am asking you
to remove that newer version there.
