gpg-error has been moved from Requires to Requires.private in
libassuan.pc. Fix is trivial:

The change to debian/tests/control is necessary since older versions of
libgpg-error-dev did not ship a pkg-config file. Alternatively (better)
the dependency of libassuan-dev on libgpg-error-dev could be tightened.
