[pkg-gnupg-maint] Bug#985158: gpg: No longer reads .gnupg/options

Hi,

It seems that the config file ~/.gnupg/options is no longer read,
and it's now reading (among others) ~/.gnupg/gpg.conf

Jakub Wilk bisected it and pointed to this commit:

It's not the type of change I expect in the 2.2 series. It's also
not mentioned anywhere is a changelog or news entry.
