[pkg-gnupg-maint] gpa new upstream release

Hi!

Thanks to you both for your work with the gpa package - I have noticed
that Werner has done a new upstream release of 0.11 (yay!) - Would you
mind if I packaged that?

And regarding that - if Werner does do new upstream releases, would you
mind if I updated the watch file to check for those? I appreciate you
making a fix to make it way easier to get git snapshots, but if
upstream releases are made, it's probably better to make the watch file
track those. (And also, thanks for updating the upstream signing key).

(It would really be nice if uscan / watch had some mechanism to track
either tarballs or git snapshots with some flags)...
