dear maintainer,

dirmngr was patched to use hkps://keys.openpgp.org as the default keyserver instead of the upstream default https://keyserver.ubuntu.com. the manpage was also patched to document this difference, however, it does now claim that hkps://keys.openpgp.org is the upstream default as well:

  Note that the above default is a Debian-specific choice.  Upstream GnuPG prefers hkps://keys.openpgp.org.
  See /usr/share/doc/gpgconf/NEWS.Debian.gz for more details.

please let users know what upstream actually prefers.

i am seing this in ubuntu, but the culprit is line 68 in Use-hkps-keys.openpgp.org-as-the-default-keyserver.patch of gnupg2_2.4.5-3.debian.tar.xz.
