>From GnuPG, I factored out spawn functions into libgpg-error (mainly for
support of Windows 64-bit).  Since libgpg-error 1.50, spawn functions
are available in libgpg-error.  This is the cause.

For libgpg-error, I pushed the fix by the commit.

GnuPG 2.4 still has non-used functions, which will be removed
eventually.
