This is obviously related to TPM2 support being enabled in #1103931 [1].

Could you modify debian/control and debian/rules to enable TPM2 support
on the supported architectures only? gnupg2 is an important package and
therefore should not be blocked on certain architectures due to these TPM2
limitations.
