[pkg-gnupg-maint] Heads-up gpgme C++/QT/Python bindings to be split-off

Hello,

FYI gpgme language bindings are going to be splitt-off from the main
source. This has already been implemented in upstream GIT and I have
started working on packaging the separate bits.

I have not pushed anything yet since I cannot properly initialize the
repo without an upstream tarball that can be found by uscan.
