Yes, the man page is correctly rendered, and
/usr/share/man/man1/gpg.1.gz contains \- as expected. So, this seems
to be fixed on the gnupg2 side, in addition to the decision to revert
groff's decision to map an unescaped "-" to HYPHEN:
