[pkg-gnupg-maint] Suitability of LTS (and ELTS?) changes for inclusion in salsa.d.o project

Resending, directly this time rather than to the list (which appears to
not have been received).

At this point I have finished the work on these various packages. The
backporting of the patches was trivial--to bullseye without any changes
at all, and buster and stretch with only very minor tweaking involved.
