In fact, we are talking about three naming problem :

-Package names :
we need lower cases names (due to technical limitations of dpkg),
and we need non-generic names (asked by the non-GNUstep Debian 
maintainers).
there is two propositions:
gnustep-<pkg-name>
or <pkg-name>.app for applications.

-Wrapper names (in /usr/bin/ ):
We can use lower and upper case names,
but non generic names.
I think we should always use same names than package names.
But we can set more than one wrapper.

-apps name in debian menu.
We can use lower or upper case names,
and nobody has complained about genericity yet.
But I suggest to always set hints="GNUstep"
