So far, only bits and pieces of GNUStep are installable.

Yes.
in sid: libgnustep-gui0.9 is perfectly installable
in sarge: libgnustep-gui0  is perfectly installable (you just need to=20
ensure that gnustep-ppd  0.9.3-4 is used).
Brian, I think it's just a problem with your apt settings:

Thus I close this bug now.

P.S.
It's not possible to mix sid GNUstep packages with sarge GNUstep=20
packages, but it's not a bug.
