You cannot install several versions of libgnustep-base*-dbg package
because all of them contains this symlink (same name in all version of
libgnustep-base*-dbg):
/usr/lib/GNUstep/System/Library/Libraries/libgnustep-base_d.so
So, these conflicts are needed.
The problem is that dpkg cannot choose the right version for you, and
prefers do nothing.
But I think the problem upgrading problem will probably disappear when
using apt.
Notice that you can remove safely all gstep-* packages from control
files, these package are very old and no more supported by debian.
