Officially, yes, we should be moving Resources for FHS compliance. And
so it should ideally be done for any new packages.
In practice, though, unless the Resources directory is large (such as
GNUMail, which contains many images), the effort required to move it is
bigger than any advantage gained.
But if someone complains and files a bug, then yes, it should be moved.
