Mea culpa, I should have thought about that.  AFAIK only GWorskpace's
Sound Inspector uses it, but I'm definitely not sure, so I guess it's
not RC.

This might be (potentially) useful for developers writing apps with
sound effects.  There was a complaint from Paddy Smith on
comp.lib.gnustep.general (12 Jan, Message-ID:
<1db7200f0701121244u7faf19abkee29f579210cad8f at mail.gmail.com>).
