Ah, that seems to be because the latest libgnustep-base-dev changed
from Depends: libssl-dev to Suggests: libssl-dev since libssl-dev isn't
strictly needed for libgnustep-base-dev.  I will add a Build-depends:
libssl-dev to gnumail.
