[Debian GNUstep maintainers] resigning as GNUstep core library maintainer

*sigh*  I didn't want to have to do this, but it's obvious that I just
don't have anywhere near the time to devote to GNUstep that I wanted to,
so I think that it is best if I officially step down as the maintainer
all of the GNUstep packages that I maintain, and let someone else take
over.  I will still try to make myself available to sponsor uploads, and
I can help answer questions, but that is probably all that I can do.

I believe that the arch repository contains the latest code.  Feel free
to migrate to a more modern version control system if you wish.

Thank you to all the people that I have worked with over these past
years, particularly Gürkan and Yavor.  I have enjoyed working with
everyone.

I hope that I can hack on GNUstep again later on.
