[Debian GNUstep maintainers] Bug#707242: Removal of shisen.app and stepbill.app

Dear maintainer,

shisen.app and stepbill.app are unmaintained and are scheduled for
removal. Both packages should not be shipped with Debian Jessie in their
current state. Please consider either adopting the packages or do not
depend on them anymore. I am raising the severity of this bug report
accordingly.
