Buster certainly has the bug, it will be fixed there when the
gnustep-gui transition is completed and 0.26.0 migrates to testing.
But for a stable (stretch) pu we need to reproduce and test a fixed
package on *stretch*.  That's explicit requirement of the stable
release managers in order to approve a proposed update to stable.

I'll try to reproduce in a stretch chroot if I remember how to
setup/enable X.
