Microsoft often calls WSL "Ubuntu on Windows" or, even more bizarrely, "Bash
on Windows", but it's not tied to Ubuntu other than by installing Ubuntu by
default.

Yet, by versions of packages you use, I see you're using actual Ubuntu:

As Ubuntu is based on Debian, it's likely a bug there is one inherited from
Debian, but it doesn't seem to be the case here.

I have a Debian stretch install crossgraded from Ubuntu (it is said that a
fresh install on WSL is non-trivial, I haven't tried), and both paje.app and
vite seem to work fine for me.

Thus, I see that you wrongly reported the bug in Debian rather than Ubuntu.
