Right, I got confused because there is "-g -O2" two times but I
haven't spotted "-g -O0" at the end.  However, the "debug" option of
gnustep-make also defines the DEBUG macro which is necessary for some
other debugging macros/functions to work.  It also adds the option
-fno-omit-frame-pointer.

Could you please push your changes to gnustep-base (changelog and tag)
so that we can work on the next release?

One more question: According to the documentation, if you use dh-exec
the files must be executable, but they are not.  It still does its
job, though.
