I'm afraid I don't understand the bug report.  pl2link is not an icon
conversion tool, so the current behaviour is expected.  Are you asking
for this additional feature?

The fd.o specification doesn't support .tiff icons, but in practice
many (all?) fd.o-compliant desktops have no problem displaying them.
