[Pkg-gnutls-maint] Bug#386279: libksba: new upstream version

There is a new upstream version of libksba.  I have attached a patch
with the required (and other useful) packaging changes.  Please give
this speedy consideration so I can update the dirmngr package, which
depends on this new version.
