There is a slight problem with the GPL 3, which is what ksba now uses.  
The policy says that packages under the GPL should refer 
to /usr/share/common-licenses/, and in my opinion the GPL 3 is 
certainly a case of being under the GPL.  However, the base-files 
maintainer refuses to put the GPL 3 text there until the policy is 
updated to mention GPL 3 explicitly (which is ludicrous, since it 
doesn't mention GPL 1 and GPL 2 explicitly either).  The policy 
maintainers are in turn debating an amendment to call out the versions 
explicitly, but the draft I've seen doesn't include GPL version 3.  And 
the way things are going I wouldn't be surprised that the policy people 
will claim that such an amendment won't be made anyway until there is 
sufficient "practice" of using the GPL 3.

So I suggest that we just force the issue and upload the package with 
the copyright file the way it is committed ("On Debian systems, the 
complete text of the GNU General Public License can be found in 
`/usr/share/common-licenses/GPL-3'."), and if someone complains we 
reassign all the bugs to base-files until he gives up.
