[Pkg-gnutls-maint] Bug#455513: please make gnutls26 depend on libgcrypt 1.4.0

Hi!  Upcoming gnutls 2.2 will be able to support DSA2 if libgcrypt 1.3.2
or later is present, and since 1.4.0 was just releases, please consider
making gnutls26 depend on libgcrypt >= 1.4.0 to make this work.

The gnutls package will still build with older libgcrypt, but DSA2 will
not work, so this needs to be a package-specific dependency rather than
a gnutls configure.in check.
