[Pkg-gnutls-maint] Bug#464605: gnutls13 has overlapping packages with gnutls26

gnutls-bin, gnutls-doc, libgnutls-dev come from gnutls26 now, so
uploading or binNMU'ing gnutls13 is not longer possible. In case
gnutls26 is a drop-in replacement for gnutls13 and gnutls13 is
inteded to be removed completly, please request binNMU's on
your reverse dependencies, so that they get built against the
new library.
